Stay of proceedings obtained on impaired driving charge due to nearly two year delay from offence date. Police issued appearance notice that was defective. Warrant issued for client’s arrest when he failed to appear on defective document. Police did nothing for two years to execute the warrant even though client’s whereabouts easily ascertained.
