Trial on charges of cocaine trafficking. Alleged s 7 Charter breach on the basis of entrapment. Undercover police operation. Accused was not a known target. Accused was introduced to the undercover officer by a woman that police recognized from previous drugs buys. Accused initiated the conversation with police by asking “What do you need?” When the officer replied, “I need a 20 rock”, the accused produced cocaine.

Held: No s 7 breach.

The police did not engage in random virtue testing. Reasonable suspicion existed that the accused was engaged in criminal activity. The police were involved in a bona fide investigation, and the accused was not entrapped when he was presented with the opportunity to sell cocaine.
